Apple Family Sharing does not apply to a Moneon subscription: it cannot be shared through Family, and one person's payment does not turn on Premium for anyone else — the subscription is tied to a Moneon account.
Premium does work on all of your own devices, though: it is tied to your account, not to a phone. Just sign in with your account on the second device.
